The Effingham County School District (ECSD) is soliciting sealed proposals from qualified and licensed pest control contractors to provide pest management services at District facilities. The selected contractor shall furnish all labor, supervision, equipment, materials, pesticides, transportation, and incidentals necessary to perform the services outlined in this RFP.

Proposal Submission

Sealed proposals must be received no later than July 13, 2026 at 12:00 PM Eastern Time. Submit proposals to Effingham County School District, Attn: Nick Smith, 405 North Ash Street, Springfield, GA 31329. The outside of the sealed package shall be clearly marked 'RFP – Pest Control Services.' Late proposals and proposals submitted by fax, email, telephone, or other electronic means will not be accepted.

Scope of Services

Provide comprehensive pest control services for all listed District facilities, including monitoring, inspection, treatment, reporting, follow-up services, and recommendations for corrective actions.

Service Schedule

Each facility shall receive two scheduled treatments annually. Preferred treatment windows are July/August and December/January. No students shall be present during treatment. Services shall be performed during evenings, weekends, holidays, or other approved times and coordinated with the Maintenance Department and building principal.

Evaluation Criteria

• Insurance, E-Verify, and required documentation (10 points)
• Licenses, certifications, and products proposed (15 points)
• Cost proposal (30 points)
• Service plan and schedule recommendations (25 points)
• Callback and emergency response program, including response time for callbacks (10 points)
• References, K-12 experience, and information regarding any previous work completed for Effingham County School District (10 points)

Contract Term

The initial contract term shall be one year with the option for up to four additional one-year renewals based upon satisfactory performance and mutual agreement. The District reserves the right to reject any or all proposals and to terminate the contract in whole or in part for convenience or contractor default.
