Benefits Service Center

The Effingham County Schools Benefits Service Center is available to help you at any time with benefits questions, claims inquiries, qualifying life events, and life insurance beneficiary updates. The Benefits Service Center may also assist with general State Health Benefit Plan inquiries, new hire enrollment, and Annual Open Enrollment for your voluntary benefits. Call 1-844-249-ECSD (3273) from 8am to 6pm Monday – Thursday and Friday from 8am to 5pm EST.

Retirement Benefits

Teacher’s Retirement System of Georgia (TRS) and Public School Employees Retirement System of Georgia (PSERS) are established by the Georgia legislature. The governing boards determine the plan design and employee contribution amounts. Effingham County Board of Education provides the payroll deductions for your contribution and other administrative support.

In addition to TRS and PSERS, you may participate in the 457(b) and 403(b) Supplemental Retirement Plans (tax shelter annuities). For more information concerning tax shelter annuities, refer to page 20 of the Employee Benefits Enrollment Guide.

2025 Annual Open Enrollment

2025 Annual Open Enrollment - October 15-November 8

SHBP

Enrollment is strongly encouraged. If you take no action, your existing medical plan election will carry forward to 2025.

Voluntary Benefits

An active election is required. If you do not complete an active enrollment for your voluntary benefits, your current benefits will carry forward to 2025.

Exception - FSA Plan - annual election is required for FSA

What's Changing

State Health Benefit Plan Updates

Premiums will increase for all medical plan options in 2025, with a weighted average increase of 6%, depending on the selected
Plan Option and Tier.
- For Employee Only coverage, the average monthly increase is $5.83.
- For Family coverage, the average monthly increase is $22.74.
There are no changes to medical plan benefits or coverage options.

Voluntary Plan Updates for 2025

Dental: For 2025, we will offer United Concordia dental in place of the existing dental plan options. With United Concordia, you will
gain access to a larger network of providers and more competitive premiums compared to the current plan.
Long Term Disability Plans: There is a premium increase for 2025.
Accident, Hospital Indemnity, and Critical illness Plans:
- These plans will be insured by Unum, with a slight premium reduction.

You can no longer book your biometric screening for the Be Well SHBP at the Central Office.

How to Enroll State Health Benefit Plan (SHBP) – ADP Portal

Access https://myshbpga.adp.com/shbp to review your health coverage elections. Your Registration Code is “SHBP-GA” for new users. Employees may also enroll by phone by calling (800) 610-1863.
If you are covering a new dependent(s), ADP will provide instructions for submitting required documentation for the added dependents. Be sure to provide documentation in the format required by the deadline provided by ADP. Your dependents will not have coverage until the documentation is received and approved.

How to Reset Your SHBP Password

Step 1: Go to www.myshbpga.adp.com and click “Forgot your user ID?”.
Step 2: Enter the requested demographic information.
Step 3: Follow the instructions to answer security questions (contact SHBP if you are unable to answer the questions).
Step 4: Create a new password and click “Continue.”
