Specials and federal programs in education are important because they help to ensure that all students have access to a high-quality education, regardless of their background or circumstances. These programs provide students with the support they need to succeed in school and prepare for college and careers.

Parent and Family Engagement Plan
2023 - 2024

planning, designing, and implementation of activities funded by the Title I program.
Effingham County has an ongoing commitment to our Title I parents and students as we ensure the success of each child in our district. Our goal is to ensure that our Title I parents and their children receive extraordinary services and assistance that will lead to improved academic achievement. The district recognizes that parents are an integral part of a child’s success in
school, starting with the concept of being the child’s first and most important and impressionable
teacher.
distribute to parents of participating children a written parent and family engagement plan that contains information required by Section 1116(a)(2) of the Every Student Succeeds Act (ESSA). The plan establishes the LEA’s expectations and objectives for meaningful parent and family engagement and describes how the LEA will implement a number of specific parent and family engagement activities, and it is incorporated into the LEA’s plan submitted to the Georgia
Department of Education.
The Effingham County School District agrees to implement the following requirements as
outlined by Section 1116:
- The school district will put into operation programs, activities, and procedures for the engagement of parents and family members in all of its schools with Title I, Part A programs. These programs, activities, and procedures will be planned and operated with meaningful consultation with parents and family members of participating children.
- The school district will work with its schools to ensure that the required school-level parent and family engagement policies meet the requirements of Section 1116(b) of the ESSA, and each include as a component a school-parent compact consistent with federal law.
- In carrying out the Title I, Part A parent and family engagement requirements to the extent practicable, the school district and its schools will provide full opportunities for the participation of parents with limited English proficiency, limited literacy, disabilities, of migratory children, who are economically disadvantaged, or are of any racial or ethnic minority background, including providing information and school reports required under Section 1111 of the ESSA in an understandable and uniform format including alternative formats upon request and, to the extent practicable, in a language parents understand.
- If the LEA plan for Title I, Part A, developed under Section 1112 of the ESSA, is not satisfactory to the parents of participating children, the school district will submit any parent comments with the plan when the school district submits the plan to the state Department of Education.
- The school district will be governed by the following definition of parental involvement/family engagement and expects that its Title I schools will carry out programs, activities, and procedures in accordance with this definition in Section 8101 of the ESSA: Family engagement means the participation of parents in regular, two-way, and meaningful communication involving student academic learning and other school activities, including ensuring:
(B) Parents are encouraged to be actively involved in their child’s education at school.
(C) Parents are full partners in their child’s education and are included, as appropriate, in decision-making and on advisory committees to assist in the education of their child.
(D) Other activities are carried out, such as those described in Section 1116 of the ESSA.
The Effingham County School District will take the following actions to involve parents and
family members in jointly developing its LEA plan under Section 1112, and the development of
support and improvement plans under paragraphs (1) and (2) of Section 1111(d) of the ESSA:
- Schools are required to have a school advisory council comprised of parents with children who attend Title I schools and receive Title I services to talk and collaborate, and conduct regular meetings. All parents are invited to attend.
- Schools will develop and implement procedures for the advisory group.
- Schools will annually review and revise the schoolwide parent and family engagement plan and procedures at a meeting.
- The district will annually review the Parent and Family Engagement Plan at a meeting and the Title I Director will complete a checklist to ensure that all required components are addressed.
- The district and the schools will provide direction and access for parents to understand and submit input on the district Parent and Family Engagement Plan revisions at the school and district level. The plan will be posted on the district and school website in the school Parent/Family Resource Centers and in the district’s central registration office.
- Schools and district will annually present the Parent and Family Engagement Plan to the parents at a meeting.
- Parents will complete the Title I Program evaluations.
- Advertisement of plans to revise district and school Parent and Family Engagement Plan will be advertised on district and school websites/Facebook page, in school Parent/Family Resource Centers, newsletters, and on schools’ marquees.
- Parent notifications to participate in the revision of the Consolidated Local Education Agency (LEA) Improvement Plan (CLIP) and District Parent and Family Engagement Plan will be at the Title I Parent Advisory Meetings at the district and school levels.
- All Title I parents will receive invitations (via advertisements) to participate in planning and input meetings on Title I Schoolwide/ School Improvement Plan (SWP/SIP), Consolidated LEA Improvement Plan (CLIP), 1% Parent Involvement Budget, Title I Budget and Targeted Assistance Plan (if applicable).
- Plans will be posted on the district and school websites with copies made available at the district office, and school’s Parent/Family Resource Centers.
- Title I Program Evaluations will be conducted throughout the school year with opportunities for parental input on Title I surveys/evaluations at local schools’, workshop activities, District Parent Advisory Meetings (if applicable) and other school and district parent meetings.
- Disseminate results of evaluation and school report card.
- Notify parents that schools have been identified for school improvement - Targeted School of Improvement (TSI), a Comprehensive School of Improvement (CSI) or a Promise/Turn-around School. In addition, notify parents when schools have been identified as Distinguished and/or Reward School.
- The schools will provide direction and access for parents to understand and submit input on the school – parent compact revisions at the school level. The plan will be posted on the school’s website and in the school’s Parent/Family Resource Centers.
- Provide information concerning the Title I program. • Conduct open house and parent/teacher conferences at schools.
- Ensure that notices/advertisements are made in an understandable and uniform format and, to the extent practicable, in a language that parents can understand.
- Provide information to parents regarding their rights to know the professional qualification of the child’s teacher at the beginning of each school year.
- Provide the required notice to parents if the child is being taught by a teacher who does not meet the LEA professional qualifications for four or more consecutive weeks.
The Effingham County School District will provide the following coordination, technical assistance, and other support necessary to assist and build capacity of all Title I, Part A schools in planning and implementing effective parent and family engagement activities to improve student academic achievement and school performance, which may include meaningful consultation with employers, business leaders, and philanthropic organizations, or individuals with expertise in effectively engaging parents and family members in education:
- Provide on-going system – wide training, communications, and discussions with schools regarding effective development of school parent and family engagement plans and school-parent compacts.
- Encourage parents and teachers to build a partnership between home and school through the use of a parent and family engagement plan and school-parent compact.
- Assist in development and annual revision of school – level parent and engagement plan and school-parent compact.
- Provide opportunities for parents to be informed by newsletters, website messages, workshops, school meetings, PTA/PTO, parent/teacher conferences, parent/family resource center and direct mail correspondence if applicable.
- Meet every month with Family Engagement Specialists for planning and collaboration.
- Provide assistance to parents of participating Title I children in understanding topics such as the state’s academic content and achievement standards, the assessments being used, the requirements of Title I, Part A, and how to monitor their children’s progress.
- Provide materials and training (such as literacy training and training on how to use technology) to help parents work with their children to improve student achievement.
- Educate teachers, principals and other staff with the assistance of parents, in the value and utility of contributions of parents and in how to reach out to, communicate with, and work with parents as equal partners; implement and coordinate parent programs; and build ties between parents and the schools.
- Collaborate and integrate, to the extent feasible and appropriate, parent and family engagement programs with other programs such as Early Intervention Program (EIP), counselors, Pre-K program, Neglected & Delinquent (N&D) institutions, McKinney-Vento program, Safe and Drug Free Schools, Adult Education, and/or Parent University - Effingham to integrate parent and family engagement strategies and programs.
- Ensure that information related to school and parent programs, meetings, and other activities is sent to the parents of participating children in a format and, to the extent practicable, in a language the parents can understand.
- Ensure that reports of student progress needs/successes are in a clear and timely manner to parents.
- Provide such other reasonable support for parent and family engagement activities as parents may request.
The Effingham County School District will take the following actions to conduct, with the meaningful involvement of parents and family members, an annual evaluation of the content and effectiveness of this parent and family engagement plan in improving the academic quality of its Title I, Part A schools. The evaluation will include identifying barriers to greater participation by parents in activities (with particular attention to parents who are economically disadvantaged, are disabled, have limited English proficiency, have limited literacy, or are of any racial or ethnic minority background). The evaluation will also include identifying the needs of parents and
family members to assist with the learning of their children, including engaging with school
personnel and teachers and strategies to support successful school and family interactions. The
school district will use the findings of the evaluation about its parent and family engagement plan to design evidence-based strategies for more effective parental involvement, and to revise, if necessary, its parent and family engagement plans.
A district-wide Title I parent advisory meeting will occur annually with the aim of evaluating the
content and effectiveness of the Title I Parent and Family Engagement Program in improving student achievement. The school district will revise its Parent and Family Engagement Plan (and with the involvement of parents) on the basis of the annual review.
- Conducting an annual evaluation of the content and effectiveness of the Parent and Family Engagement Plan, with assistance of its schools and parents. The evaluation will include identifying barriers to greater participation by parents, giving particular attention to parents who are economically disadvantaged, are disabled, have limited English proficiency, have limited literacy, or are of any racial or ethnic minority background. If barriers to participate are identified, strategies will be enlisted to break down the barriers.
- During system and school annual meetings and advisory council meetings, parents, teachers, support staff, and administrators are given a questionnaire to ascertain the effectiveness of the plan and identify barriers to greater participation. In addition, each school conducts a needs assessment and maintains and submits documentation of parenting activities and parent contacts to the Title I Coordinator. The findings of this evaluation will be used to revise or design strategies to increase parent participation and determine how the funds are spent.
- Parent and family engagement evaluations occur at the conclusions of workshops, meetings, and other parent events.
- Using the findings of evaluations in designing strategies for school improvement and revising, if necessary, LEA and schools’ parent and family engagement plans with assistance of its schools and parents.
- The findings of the needs assessment, questionnaire, and parent contact logs, evaluation of parent and family engagement activities, and survey will be used for improving schools and the Title I program. The system and schools’ parent and family engagement plans will be revised and strategies will be designed to reflect suggestions and recommendations of the parents, teachers and administrators, when feasible. Collection and summarization of system-wide data on parent and family involvement at district and school meetings, events and activities. If the parents are still not satisfied with plan, comments will be submitted with plan to the State and a copy will be kept on file.
The Effingham County School District will involve the parents and family members of children served in Title I, Part A schools in decisions about how the 1 percent of Title I, Part A funds reserved for parent and family engagement is spent and will ensure that not less than 90 percent of the 1 percent reserved goes directly to Title I schools.
- The district will provide clear guidance and communication to assist each Title I school in developing an adequate parent and family engagement budget that addresses their needs assessment and parent recommendations.
- The Title I Family and Engagement Program allocates funds for family and engagement based on the guidelines as stipulated by the Every Student Succeeds Act (ESSA).- not less than one percent (1%), of the LEA Title I allocation for parent involvement.
- Stakeholders and all parents and families will be invited to attend a meeting to provide suggestions as to how the 1% parental funds will be used for the upcoming school term.
- Minutes and agendas from the meeting will serve as documentation of the stakeholders and all parent’s involvement of providing input in the decision regarding how the 1 percent set-aside for parent and family engagement activities will be spent.
- Stakeholders and all parents and families are also involved in the decision making process of spending the 1 percent set-aside by completing surveys, serving on advisory council, school councils, and school planning teams, and attending annual meetings at each school.
The Effingham County School District will coordinate and integrate parent and family engagement strategies with parent and family engagement strategies, to the extent feasible and appropriate, with other relevant Federal, State, and local laws and programs: such as, Special Education Early Intervention Program (EIP), and Pre-K program (Bright From the Start), English for Speakers of Other Languages (ESOL), Neglected & Delinquent (N&D) institutions, McKinney-Vento program, Adult Education, parent/family resource centers and/or Parent University – Effingham by:
- Staff from the Title I program, Bright from the Start -Georgia Department of Early Care and Learning, Head Start, State run preschool programs will attend seminars, workshops, and conferences together, if appropriate.
- All programs will coordinate their parenting activities, information, and resources to maximize parent and family engagement efforts and increase participation of the parents. As appropriate, parents from each of the programs will be invited to attend joint parent and family engagement activities.
- The school principals, resource coordinators, Bright from the Start Georgia Department of Early Care and Learning, Kindergarten teachers and Parent University - Effingham will collaborate on transition activities for elementary, middle and high school parents and share information about available community services. In order to integrate services, communication with other programs will be ongoing.
- Maintaining regular communication regarding curriculum and testing.
- Providing access to parent training materials and parent training opportunities.
- Collaborating and planning together transition activities. All communications are in an easy-to-understand language. Translations for other languages may be provided upon request, and to the extent practicable.
The Effingham County School District will, with the assistance of its Title I schools, build parents’ capacity for strong family engagement by providing materials and training on such topics as literacy training and using technology (including education about the harms of copyright piracy) to help parents work with their children to improve their children’s academic
achievement. Assistance will also be provided to parents in understanding the following topics:
- The challenging State academic standards
- The State and local academic assessments including alternate assessments
- The requirements of Title I, Part A
- How to monitor their child’s progress
- How to work with educators
- Parent workshops concluded with program evaluations.
- Curriculum-based events based on school defined academic goals such as CCRPI workshops, Family Reading Night, Math and Science family events, and Curriculum Night events that may highlight state assessments, and Georgia Milestones.
- English Learners (EL) Parent Orientation/Training Sessions
- School and District Parent Advisory Council
- Transition opportunities
- PTO/PTA meetings
- Parent/Teacher Conferences
- District and school-level Title I parent meetings and CLIP/Parent and Family Engagement plan meetings
- Explanation of testing and student results
- Each Title I school offers parenting workshops during different times of the day (morning and evening) to accommodate parents’ work schedules. Topics for workshops are based on identified needs from surveys, teacher input, parent input, and student performance data. Some workshops are in collaboration with the EL, SPED and the Pre-K program. Childcare is available if needed.
- Parent University - Effingham has workshops on using technology including Parent Portal, ways that parents can help their child be successful at school, curriculum updates, etc.
- Parent/Family Resources Centers are equipped with literature for parents to use to provide academic support and assistance for their child at home. Additional resources available to parents may include parenting books, videos, math and reading skill building materials such as flash cards, games, etc.
- All stakeholders, parents and families are invited by school newsletter, local newspaper article, website, and district and/or school all call notification system, etc.
The Effingham County School District will, with the assistance of its schools and parents, educate its teachers, specialized instructional support personnel, principals, and other school leaders, and other staff in the value and utility of contributions of parents, and in how to reach out to, communicate with, and work with parents as equal partners, implement and coordinate
parent programs, and build ties between parents and schools by:
- Each school provides its faculty and staff members with training to assist them in working with parents as equal partners in the educational process and to increase effective communication between the home/school.
- Review parent and family engagement evaluations with school personnel and determine what can be done to assist with parents’ needs.
- Promote cultural understanding to all staff at Title I schools.
- Provide mandatory volunteer training sessions for parents, and provide, as allowable, opportunities for parents to volunteer at their child’s school.
- Joint effort of educators and parents in revising the school-parent compact and the parent and family engagement plan.
- Providing necessary literacy training for parents from Title I, Part A funds, if the school district has exhausted all other reasonably available sources of funding for that training
- Paying reasonable and necessary expenses associated with parent and family engagement activities, including child care costs, to enable parents to participate in school-related meetings and training sessions
- Maximize family engagement and participation in their children’s education, arranging school meetings at a variety of times or conducting in-home conferences between teachers or other educators who work directly with participating children, with parents who are unable to attend those conferences at school
- Adopting and implementing model approaches to improving family engagement
- Establishing a districtwide parent advisory council to provide advice on all matters related to parent and family engagement in Title I, Part A programs
- We will provide other reasonable support for parent and engagement activities under section 1116 as parents may request.
This Effingham County School District Parent and Family Engagement Plan has been developed
jointly and agreed on with parents and family members of children participating in Title I, Part A programs. The school district will make the policy available to all parents of participating Title I, Part A children on or before October 31, 2023.

What is Title I?
as part of Every Student Succeeds Act (ESSA). Title I is designed to support State and local school reform efforts tied to the challenging State academic standards in order to reinforce and enhance efforts to improve teaching and learning for students. Title I programs must be based on effective means of improving student achievement and include strategies to support parent and family engagement. All Title I schools must jointly develop with all parents a written Parent and Family Engagement Plan.
School Plan for Shared Student Achievement
What is it? This is a plan that describes how Guyton Elementary will provide opportunities
to improve parent and family engagement to support student learning. Guyton Elementary
values the contributions and involvement of parents and family members in order to
establish an equal partnership for the common goal of improving student achievement. This
plan describes the different ways that Guyton Elementary will support parent and family
engagement and how parents can help plan and participate in activities and events to promote student learning at school and at home.
Year parent input meeting last spring. During this meeting, parents had the opportunity to review and revise the parent and family engagement plan, our school-parent compact, and the 1% parental engagement budget. Parents can provide input and feedback regarding those documents throughout the school year. The plan, school-compact, and feedback forms are posted on our school website. We also have the forms available in our Family
Resource Center. We continue to send home surveys to ask parents for their suggestions
on the plan and the use of funds for parent engagement. Parents can also give feedback
during meetings and activities during the school year. This plan is updated annually to
meet the changing needs of students and parents.
Who is it for? All students participating in the Title l, Part A program, and their families, are
encouraged and invited to fully participate in the opportunities described in this plan. Guyton Elementary will provide full opportunity for the participation of parents with limited English, parents with disabilities and parents of migratory children.
Where is it available? A copy of the plan and signature page are sent home with all students before November 1, 2023.It is posted on the school website and copies are maintained in our Family Resource Center and the Instructional Supervisor’s office.

can help their child be successful (August, 2023)
Annual Title l Parent Meeting- parents will learn about the Title I program, how GES qualifies, and how GES benefits from the additional funds provided by the state (September, 2023)
Gator Singing Performances- grade levels will perform for their parents (monthly 2023-2024)
Parent-Teacher Conferences- parents learn about how their child is doing in class and what they can do at home to help them be successful (October, 2023; February, 2024)
Family Nights- parents and students are invited to visit the school and learn more about
academic expectations and strategies to use to help students be successful (2023-2024)
School Council- stakeholders attend quarterly meetings and provide input into school related
topics (quarterly 2023-2024)
Kindergarten Here We Come- Pre-K Parents learn about Kindergarten Expectations (May, 2024)
Middle School Transition Visits- 5th grade students visit the middle schools to help with the

Compact and Family Engagement Plan for the upcoming school year (May, 2024)

Let’s Work Together!
Guyton Elementary will take the following measures to promote and support parents as an
important partner of the school in order to strengthen the school and reach our school
goals. We will:
Ensure that all information related to school and parent programs, meetings, and other
activities is published in both English and other necessary languages, posted on the school website and included in the monthly school newsletter for all parents/families.
Conduct staff development as needed on parent and family engagement practices and
effective strategies for staff to communicate and build partnerships with parents.
Educate our staff on the importance of parent and family engagement; how to reach out to, communicate with, and work with parents as equal partners.
Partner with Head Start and other Pre-K programs to share school information about
parent and family engagement activities that will help prepare parents and their child
for kindergarten and improve school transition.
Partner with Effingham County School District Middle Schools to provide students with
transition visits to each middle school during the month of May to help prepare students with the transitions from Elementary School to Middle School.
Share information in English and other necessary languages in the school newsletter
for parents to understand the school’s academic standards and assessments as well as the ways parents can monitor their child’s progress and work with educators.
Communicate with all families and the community on a regular basis regarding
schoolwide events and activities, such as phone messages, school website, and flyers.
Work with our parents to develop relevant trainings and helpful presentations and
respond to their requests for parent and family engagement activities.
Provide childcare during family nights, assist parents with transportation, if needed, and provide necessary materials for parents at conferences, meetings, and activities to
help parents work with their child to improve their child’s achievement.
Collaborate with community leaders and business groups to increase participation and
awareness of the school parent and family engagement plan and activities.
Listen and respond to parents’ requests for additional support for parent and family
engagement activities.
Help each child develop self-discipline. The home and school share the responsibility
for developing good citizens. Parents, teachers, and students must work together to maintain a safe learning environment.
School-Parent Compacts

teachers will work together to make sure all of
our students reach grade-level standards. The
compacts will be reviewed and updated annually
based on feedback from parents, students and
teachers during the spring Parent Input Meeting.

the compact to reference throughout the school
year and the copies with the signatures will be
kept on file at the school.

Reservation of Funds
We welcome and encourage parent input and provide a variety of opportunities for
parents to give feedback. At GES, we offer parents the opportunity to give
suggestions on how this money should be used. Parents are given the opportunity
at the Parent Input Meeting to provide input towards the 1% set-aside that is allotted
for Parent and Family events and activities.
Parents can also provide feedback through surveys that are sent home with students
during the school year. Parents can access these forms from our school website or
they can email their suggestions to our Family Engagement Specialist. Parents have
the opportunity to provide input/suggestions anytime throughout the school year;
feedback forms can be retrieved from our Family Resource Center.
School Council
Guyton Elementary wants to invite all parents to attend the school council meetings. During these meetings, parents will have the opportunity to share ideas and ways to involve other parents to build partnerships with the school, families and the community. The GES principal will ensure that the faculty and staff work with students and their families to promote students’ academic success.
School: We will offer free Family Nights that will promote math and reading skills. We will send home monthly newsletters and maintain our school webpage to include links to family- friendly websites for building reading and math skills that parents can use with their children at home.
Teacher: I will participate in Family Nights to support students/families with ideas and activities for helping their child succeed in reading and math. This will directly help support our school goals to grow in the areas of reading and math. I will read the monthly newsletter and/or check the school webpage which
features helpful hints for working with students to improve their reading and math skills. I will provide additional resources in reading and math to my students such as iLearn, Reflex Math, Lexia and intervention as needed. I will participate in Professional Learning Communities that will help me improve my teaching in the areas of reading and math.
Parent: I will communicate with my child’s teacher about ways to improve my child’s performance in reading and math. I will try to attend family nights at the school so I can learn how to better help and support my student in these areas. I will read the monthly newsletter and/or check the school webpage which features helpful hints for working with my child to improve their reading and math skills.
Student: I will strive to use good learner dispositions in the classroom. I will work hard to show growth in reading and math. I will make sure that I bring home/complete my homework and share all school communication with my

What is a School-Parent Compact?
This School-Parent Compact for Student Achievement is an agreement that parents, students, and teachers develop together. It explains how parents and teachers will work together to make sure that all of our students meet/exceed grade level standards.

Jointly Developed – The School-Parent Compact for Student Achievement was jointly developed by parents, staff, and students. All stakeholders
were given the opportunity for input during our Title I Spring Input Meeting and through our end of year Parent Surveys. Input and suggestions for improvement are welcome anytime during the school year and changes are made each year based on input from stakeholders and Activities to Build Partnerships – Throughout the year, we encourage parents to be engaged and participate in school activities that will support student learning. Some of the events and activities at GES are: Open House, Parent-Teacher Conferences, Family Nights, PTO, Volunteering, Family Resource Center, and Parent Meetings. Details regarding events and activities will be advertised in multiple ways such as the school newsletter, school website, marquee, and flyers. in maintaining communication between the school and home. Communication with parents will be provided in a language and format they
can understand. Some of the ways the school accomplishes this include: Monthly Newsletters to parents; Daily/Weekly Communication with parents via the green Gator Folder; Parent Portal, an electronic platform where parents can access student grades at any time (parents can request paper copies of progress reports and report cards); Reports of school, county, and state test scores; Parent-Teacher Conferences held during the school year; and School Messenger. What is Title I?
Rincon Elementary is identified as a Title I school as part of Every Student Succeeds Act (ESSA). Title I is designed to support State and local school reform efforts tied to the challenging State academic standards to improve teaching and learning for students. Title I programs must be based on effective means of improving student achievement and include strategies to support family engagement. All Title I schools must jointly develop with parents and family members a written parent and family engagement plan.

What is it?
This is a plan that describes how Rincon Elementary will provide opportunities to improve family engagement to support student learning. Rincon Elementary values the contributions and involvement of parents and family members to establish an equal partnership for the common goal of improving student achievement. This plan describes the different ways that Rincon Elementary will support family engagement and how parents can help plan and participate in activities and events to promote student learning at school and at home.
How was it revised?
Rincon Elementary School invited all parents to review and revise this parent and family engagement plan, our school-parent compact, and the family engagement budget. Parents can provide input and feedback regarding those documents throughout the school year. The plan, school-compact, and feedback forms are posted on our school website. Copies are also available in the Family Resource Center. We also send home an annual survey to ask parents for their suggestions on the plan and the use of funds for family engagement. Parents and family members can also give feedback during meetings and activities during the school year. The plan will be updated annually to meet the changing needs of parents and the school.
Who is it for?
All students participating in the Title l, Part A program, and their families are encouraged and invited to fully participate in the opportunities described in this plan. Rincon Elementary will provide full opportunity for the participation of parents with limited English, with disabilities and of migratory children.
Where is it available?
A copy of the plan and signature page are sent home with all students before November 1, 2023. The plan and signature page are posted on the school website and copies are maintained in our Family Resource Center, room 511.

Rincon Elementary will host the following events to build the capacity for strong family engagement to support a partnership among the school, parents, and the community to improve student academic achievement.
- Open House: At the beginning of each school year we host Open House to welcome our families to Rincon Elementary. (July, 2023)
- Annual Title l Parent Meeting: An informational meeting about our Title I program, including our parent and family engagement plan, the schoolwide plan, the school-parent compacts, and parents’ requirements. (Sept, 2023)
- Bobcat Performances: Each grade level will have a PTO performance to show what they are working on during their specials time. (Varies dates based on grade)
- STEM Night: Rincon Elementary partners with Effingham County College and Career Academy to bring varies STEM related activities to our students. (Oct, 2023)
- Make-It/Take-It: Milestones and Skill Building Night: Join your student in creating Literacy and Math games to take home and help prepare them for success in Georgia Milestones and End of Year Assessments. (March, 2024)
- Parent-Teacher and Student Conferences: The opportunity to meet with your students’ teacher and discuss their academic progress. (Oct, 2023; Feb, 2024)
- Kindergarten Here We Come: A celebration for our Pre-K students that will be entering Kindergarten in the fall. (May, 2024)
- Rising 6th Graders Parent Night: An informational meeting about what to expect in regards to your student’s transition to middle school. Hosted by the middle school your student will be attending in the 24/25 school year. (May, 2024)
- End-of-Year Title I Input Meeting: Come tell us what we did right during the school year and what areas you feel we could improve upon. (April, 2024)

School-Parent Compacts
As part of this plan, Rincon Elementary and our families will jointly develop a school-parent compact, which is an agreement that parents, teachers, and students will develop that explains how parents and teachers will work together to make sure all of our students achieve the challenging State academic standards. The compacts will be reviewed and updated annually based on feedback from parents, students, and teachers. The school will provide parents with a copy of the compact to reference throughout the school year and signed copies will be kept on file at the school.
Our Family Resource Center is a family friendly school based center that provides support, information and academic materials for parents to check out and use with their children at home. The center is open during school hours in room 511. Rincon Elementary believes that family engagement means the participation of parents and family members in regular two-way, and meaningful communication involving student academic learning and other school activities, including ensuring:

- That parents are encouraged to be actively involved in their child’s education at school.
- That parents are full partners in their child’s education and are included, as appropriate, in decision-making and on advisory committees to assist in the education of their child.

🗸 Partner with Head Start and other Pre-K programs to share school information about parent and family engagement activities that will help prepare parents and their children for successful school transitioning.

🗸 Share information in English and other necessary languages for parents to understand the school’s academic standards and assessments as well as the ways parents can monitor their child’s progress and work with educators.
🗸 Communicate with all families and the community on a regular basis regarding schoolwide events and activities, such as phone messages, social media, and flyers.
🗸 Work with our parents to develop relevant trainings and helpful presentations to educate our staff on the importance of parent and family engagement and how to support student learning.
🗸 Provide childcare during family nights, assist parents with transportation, if needed, and provide necessary materials for parents at conferences, meetings, and activities to help parents work with their child to improve their child’s achievement.
🗸 Collaborate with community leaders and business groups to increase participation and awareness of the school parent and family engagement plan and activities.
🗸 Listen and respond to parents’ requests for additional support for parent and family engagement activities.
🗸 Provide necessary materials and handouts for parents at conferences, meetings, and activities to help parents work with their child to improve their child’s achievement.
🗸 Help each child develop self-discipline. The home and school share the responsibility for developing good citizens. Parents, teachers, and students must work together to maintain a safe learning environment.
🗸 Conduct parent-teacher conferences twice per school year and as needed. Provide frequent reports to parents on their child’s progress.
🗸 Offer flexible meetings such as morning/evening and in-person/virtual.
A Guide to RES Curriculum
RES uses the county-wide approved curriculum. Our instructional program is based on the Georgia Standards of Excellence (GSE). Teachers have many resources available that they use to make sure students have exciting, engaging, and appropriate learning activities.

Rincon Elementary wants to invite all parents to attend the school council meetings. What is a School-Parent Compact for Achievement?
A School-Parent Compact for Achievement is an agreement that parents, students, and teachers develop together. It explains how parents and teachers will work together to make sure all of our students reach grade-level standards.
Jointly Developed
The parents, students, and staff of Rincon Elementary School jointly developed this School-Parent Compact for Achievement. Teachers suggested home learning strategies, parents added ideas to make them more specific, and students told us what would help them learn. Meetings are held each year to review the compact and make changes based on student needs.
Parents are welcome to contribute comments at any time.
Activities to Build Partnerships
Rincon Elementary School provides opportunities for volunteering, observing, and participating in school activities to build partnerships that support student learning. These opportunities include Parent/Teacher Conferences, Open House, STEM, Make-It/Take-It: Milestones and Skill Building Night, May Day, PTO, Book Fair, and resources available in the Family Resource Center.

strong family engagement to support a partnership among the school, parents, and

• Open House: At the beginning of each school year we host Open House to welcome our families to Sand Hill Elementary School. (July, 2023)
• Annual Title I Parent Meeting: An informational meeting about our Title I program, including our
parent and family engagement plan, the schoolwide plan, the school-parent compacts, and parents’ requirements. (September, 2023)
• Hispanic Cultural Night: An opportunity for our parents and students to learn about the diverse
Hispanic heritage in our school by participating in various crafts throughout the evening. (October, 2023)
• Literacy Night: A night of reading and learning for the entire school. (November, 2023)
• Parent-Teacher and Student Conferences: The opportunity to meet with your child’s teacher and discuss their academic progress. (October, 2023 and February, 2024)
• 5th to 6th Grade Transition: The opportunity for 5th grade students to visit and tour the local Middle School. (January, 2024)

School-Parent Compacts
As part of this plan, Sand Hill Elementary School and our families will jointly develop a school-parent compact, which is an agreement that parents, teachers, and students will develop together that explains how parents and teachers will work together to make sure all of our students reach grade-level standards. The compacts will be reviewed and updated annually based on feedback from parents, students,
and teachers. The school will provide parents with a copy of the compact to reference throughout the school year and signed copies will be kept on file at the school.
Our Family Resource Center is a family friendly school based center that provides support, information and academic materials for teachers to use in classrooms and for parents to check out and use with their children at home. By offering
these resources, our center enables teachers and families to help their children reach their fullest potential. The center is open during school hours. For more information on resources,

We welcome and encourage parent input and provide a variety of opportunities for parents to give feedback. At Sand Hill Elementary School, we offer parents the opportunity to give suggestions on how this money should be used. Parents are given the opportunity at a parent
input meeting to provide input towards the 1% set-aside that is allotted for parent and family events and activities.

our staff on the importance of parent and family engagement and how to support student learning.
✓ Provide childcare during family nights, assist parents with transportation, if needed, and
provide necessary materials for parents at conferences, meetings, and activities to help
parents work with their child to improve their child’s achievement.
✓ Collaborate with community leaders and business groups to increase participation and
awareness of the school parent and family engagement plan and activities.
✓ Listen and respond to parents’ requests for additional support for parent and family
engagement activities.
✓ Help each child develop self-discipline. The home and school share the responsibility for
developing good citizens. Parents, teachers, and students must work together to maintain a safe learning environment.
✓ Conduct parent-teacher conferences twice per school year and as needed. Provide frequent reports to parents on their child’s progress.
✓ Offer flexible meetings such as morning/evening and in-person/virtual.
Curriculum at Sand Hill Elementary School
Sand Hill Elementary School uses the county-wide approved curriculum. Our instructional
program is based on the Georgia Standards of Excellence (GSE). Teachers have many
resources available that they use to make sure students have exciting, engaging, and
appropriate learning activities and materials.
What test will my child be taking this year? State Level Assessments, ACCESS for ELLS in Grades K-12, GA Milestones (GMAS) Language Arts and Math Grades 3-5, GMAS Science Grade 5, Georgia Alternative Assessment (GAA) in Grades K, 3-5, Georgia Kindergarten Inventory of Developing Skills (GKIDS), WIDA Access testing for ELL students.
What proficiency levels is my child expected to meet? – Sand Hill Elementary School’s goal is for all students to meet the proficient or distinguished level on assessments.
How do these test measure my child’s progress? These are summative measures to
see if the student has mastered expectations by the end of the year.
School Council
Sand Hill Elementary School wants to invite all parents to attend the school council meetings. During these meetings, parents will have the opportunity to share ideas and ways to involve other parents to build partnerships with the school, families and the community. Teachers, Students, and Parents Together for Success School: At Sand Hill Elementary School, teachers, students and parents will work
together to ensure that students are successful so that they will maintain or increase by 3% or more on all end of year testing in both:
- English Language Arts
- Mathematics
Teacher: Sand Hill Elementary School teachers will work with students and their families to support students’ success in English Language Arts and Mathematics. Teachers will participate in Professional Learning opportunities that will teach strategies to help with reading, learning dispositions, writing, and the new Georgia
math standards. Some of our key connections with families will be:

What is a School-Parent Compact? This School-Parent Compact for Student Achievement is an agreement that parents, students, and teachers develop together. It explains how parents and teachers will work together to make sure that all of our students meet/exceed grade level standards.
Jointly Developed – The School-Parent Compact for Student Achievement was jointly developed by parents, staff, and students. All stakeholders were given the opportunity for input during our Title I Spring Input Meeting and through Parent Surveys. Input and suggestions for improvement are welcome anytime during the school year and changes are made each year based on input from stakeholders and student needs.
Communications About Student Learning – SHES provides many ways of communicating and keeping parents informed. Newsletters, school
website, PTA meetings, phone calls, student folders, parent portal, Title I parent meetings, opportunities for parent input and feedback,
surveys, progress reports, report cards, School Messenger, phone calls, emails and parent teacher conferences are a few ways that our school keeps parents and families engaged and informed. Communication with parents will be provided in a language and format they can

- We will work in collaboration with our Instructional Coach to provide additional support to teachers and use our Teachers and Interventionist to help remediate students in English Language Arts and Math as needed.
- We will offer educational events that will promote Math and Language Art and Science skills. We will send home weekly and monthly newsletters and maintain our school website on events and important information in a language and format that everyone can understand.

What is a School-Parent Compact?
A School-Parent Compact for Achievement is an agreement that parents, students and teachers develop together. It explains how parents and teachers will work together to make sure all of
our students meet/exceed grade level standards.
Communication about Student Learning
Springfield Elementary provides many ways of communicating and keeping parents informed. Communication with parents will be provided in a language and format they can understand.
Newsletters sent by teachers weekly, Campus Parent, Progress Reports, Report Cards, REMIND app, phone calls, emails, school websites, and parent teacher conferences are a few ways that
our school keeps parents involved and informed. Contact your child’s teacher if you have any questions or concerns regarding your child’s progress by email or phone.
Building Partnerships
Throughout the year, we encourage parents to be engaged and participate in school activities that will support student learning. Some of the ways the school accomplishes this include: Open House, Volunteering, Title I Meetings, STEM and Champion Nights and through resources available in our Family Resource

What is Title I?
Effingham County Middle School is identified as a Title I school as part of Every Student Succeeds
Act (ESSA). Title I is designed to support state
and local school reform efforts tied to the
challenging state academic standards to improve
teaching and learning for students. Title I
programs must be based on effective means of
improving student achievement and include
strategies to support parent and family
engagement. All Title I schools must jointly
develop with parents and family members a
written parent and family engagement plan.
School Plan for Shared Student Achievement
This is a plan that describes how Effingham County Middle School will provide
opportunities to improve family engagement to support student learning. Effingham County Middle School values the contributions and involvement of parents and family members to establish an equal partnership for the common
goal of improving student achievement. This plan describes the different ways that Effingham County Middle School will support family engagement and how parents can help plan and participate in activities and events to promote
student learning at school and at home.
How was it revised?
Effingham County Middle School invited all parents to review and revise the Parent and Family Engagement Plan, our School-Parent Compact, and the 1% Parental Engagement Budget on May 11, 2023 and September 7, 2023 during a Title I Parent Input meeting. The plan is posted on our school website and parents can provide input and feedback regarding these documents throughout the school year. All parent feedback received during the year will be used to revise the plan for the next school year. We will distribute a survey in the Spring of 2024 to ask parents for their suggestions on the plan and the use of funds for family engagement. This plan is updated annually to meet the
changing needs of students and their families.
Who is it for?
All students participating in the Title l, Part A program, and their families are encouraged and invited to fully participate in the opportunities described in this plan. Effingham County Middle School will provide full opportunity for the
participation of parents and family members with limited English, with disabilities and of migratory children.
Where is it available?
The plan is posted on the school website, and copies are also in our Family Resource Center and the Front Office. A copy of the plan and signature page are sent home with all students before November 1, 2023.

Effingham County Middle School Goals
Goal 2: Increase the percentage of students scoring proficient or higher in Mathematics by the end of the 2024 school year as measured by GMAS. Note: GMAS for 2023 - 2024 will be aligned to the NEW GA Math Standards. Therefore, 2024 data will become the
baseline and cannot be compared to 2023.
Goal 3: Increase student-centered-learning culture by decreasing the discipline incidents and student chronic absenteeism by 10% as
recorded in Infinite Campus by the end of the 2024 school year.
Leader in Me
The Framework provides a unique approach to
integrating highly effective practices throughout a school’s culture. Instead of focusing on academic measures alone, Leader in Me embodies a holistic approach to education, redefining how schools measure success.
This approach empowers educators with effective practices and tools to:
- teach LEADERSHIP to every student,
- create a CULTURE of student empowerment,
- and align systems to drive results in ACADEMICS
**This is our initial year of training for the
Leader in Me Program.
What Curriculum Does Our School Use?
Effingham County Middle School uses the county-wide approved curriculum. Our
instructional program is based on the Georgia Standards of Excellence. Teachers have many resources available that they use to make sure students have exciting, engaging, and appropriate learning activities.
- 6th Grade- Georgia Milestones ( English Language Arts and Math); Common Interim Assessments
- 7th Grade- Georgia Milestones (English Language Arts and Math); Common Interim Assessments
- 8th Grade- Georgia Milestones ( English Language Arts, Math, Science, Social Studies); Common Interim Assessments
How do these tests measure my child’s progress?
The Georgia Milestones will indicate whether a student is reading on grade level. In addition, this assessment will show how well the student can write in response to literature. The math portion of the state test will indicate that the student has
mastered the Georgia Standards for his/her grade. Constructed Responses are also a part of this assessment.
There are 4 levels of the Georgia Milestones:
- Beginning Level
- Developing Level
- Proficient Level
- Distinguished Level
We like for all students to be at the proficient and distinguished levels on the GMAS. If a student scores in Beginning or Developing on this assessment, it means that they have not yet mastered the standards for that grade level.
School-Parent Compacts
School and our families will jointly develop a
school-parent compact, which is an
agreement that the school principal, parents,
teachers, and students will develop together
that explains how parents and teachers will
work together to make sure all of our students
reach grade-level standards. The compacts
will be reviewed and updated annually based
on feedback from parents, students, and
teachers during a Title I Parent Input meeting
(September, 2023) and a survey in the spring.
The school will provide parents with a copy of
the compact to reference throughout the
school year and signed copies will be kept on
file at the school.

Our Family Resource Center is a family friendly
school based center that provides support,
information and academic materials for parents to check out and use with their children at home. By offering these resources, our center enables

Effingham County Middle School believes that family engagement means the participation of parents and family members in regular two-way, and meaningful communication involving student academic learning and other school activities, including ensuring: ·

Effingham County Middle School will take the following measures to promote and support
parents and family members as an important foundation of the school in order to strengthen
the school and reach our school goals. We will:
● Ensure that all information related to school and parent programs, meetings, and other
activities is published in both English and other appropriate languages, posted on the school website and included in school newsletters for all parents/families.
● Conduct staff development as needed on parent and family engagement practices and
effective strategies for staff to communicate and build partnerships with parents.
● Educate staff, with the assistance of parents, on the importance of parent and family
engagement: how to reach out to, communicate with, and work with parents as equal partners.
● Partner with elementary schools and high schools, college and career ready resources
or organizations, parent resource centers, or other programs ( as applicable ) to help prepare parents and their children for successful school transitioning.
● Share information in English and other appropriate languages in the school newsletter
for parents to understand the school’s academic standards and assessments as well as the ways parents can monitor their child’s progress and work with educators.
● Communicate with all families and the community on a regular basis regarding school
wide events and activities, such as phone messages, school website, and flyers.
● Work with our parents to develop relevant trainings and helpful presentations and
respond to their requests for parent and family engagement activities.
● Provide necessary materials and handouts for parents at conferences, meetings, and
activities to help parents work with their child to improve their child’s achievement.
● Collaborate with community leaders and business groups to increase participation and
awareness of the school parent and family engagement plan and activities.
● Listen and respond to parents’ requests for additional support for parent and family
engagement activities.
● Help each child develop self-discipline. The home and school share the responsibility
for developing good citizens. Parents, teachers, and students must work together to
maintain a safe learning environment.
● Conduct parent-teacher conferences twice per school year or whenever needed and
provide frequent reports to parents on their child’s progress.
● Offer flexible meetings such as morning, evening, and virtual.
Reservation of Funds
We welcome and encourage parent input and provide a variety of opportunities for parents to give feedback. At Effingham County Middle
School, we offer parents the opportunity to give suggestions on how this money should be used. Parents are given the opportunity at a parent
input meeting to provide input towards the 1% set-aside that is allotted for parent and family events and activities.

School Council
Effingham County Middle School wants to invite all parents to attend the school council meetings. During these meetings, parents will have the
opportunity to share ideas and ways to involve other parents to build partnerships with the school, families and the community. The team will meet four times during the school year, but parents can also submit their ideas or
suggestions during school activities and meetings, as well as through our parent surveys sent home with students. If you would like to know more about the School Council, please contact our principal, Travis Dickey at (912)

What is the McKinney-Vento Homeless Education Program?
WHAT IS THE MCKINNEY-VENTO HOMELESS EDUCATION PROGRAM?
McKinney-Vento Homeless Education Program provides supplemental instructional and support services for homeless children and youth, with the goal of enabling them to meet the same rigorous academic standards set for all children, despite the obstacles created by their homeless condition. Becoming homeless is highly disruptive to students in many ways, manifested by school absences, changes of schools, difficulty in transferring school records, lack of adequate clothing, food, and shelter, anxiety and social/emotional issues, and even health related problems.
Who Are Homeless Children?
WHO ARE HOMELESS CHILDREN?
- Temporary shelters, including domestic violence shelters
- Hotels and motels
- “Doubled-up” housing, where one family is living with another due to loss of housing stemming from financial problems
- Other public or private places not designed for or ordinarily used as a regular sleeping accommodation, such as abandoned buildings, cars, vans, camping areas, etc.
- Transitional housing for families
- Other special situations
What McKinney-Vento Services does the Effingham County School District Provide?
WHAT McKINNEY-VENTO SERVICES DOES Effingham County School DISTRICT PROVIDE?
Since August 2007, Effingham County’s McKinney-Vento Program has provided supplemental services to more than 500 homeless children and youth in Effingham County. Our primary objective is to help children and youth continue to maintain their academic levels while they are homeless, through supplemental tutoring and advocacy services.
A number of other related services are listed below:

- Assistance is offered to both parents and school districts to ensure that homeless students are in the appropriate classes and grade levels, and are receiving all of the services available to them. Resources and referrals are made available as needed.
- COUNSELING
- If needed weekly group sessions can be provided. Topics may include anger management, dealing with grief, peer pressure, self-esteem, goal setting, etc. Referrals for one-on-one counseling and individual family counseling are also available.
- SUPPLEMENTAL TRANSPORTATION
- When no other resource is available, after-school transportation is arranged and provided to homeless children who want to participate in the after school tutorial program.
- AWARENESS SESSIONS
- To raise awareness of and sensitivity to the unique needs of homeless students, workshops are periodically scheduled with a variety of school personnel throughout the county, including teachers, guidance staff, social workers, nurses, secretaries and district homeless contacts. Sessions are held countywide, or can be arranged for individual districts or schools.
- PARENT ACTIVITIES
- Several times each year we schedule parent workshops for the homeless parents involved in our program. A variety of topics are presented, such as stress management, role modeling, health issues, the importance of encouraging your child to read, and being involved in your child’s education.
- HEALTH SERVICES
- Through the McKinney program, we are able to assist with scheduling appointments for health services such as immunizations, eye exams and dental exams.
- SCHOOL SUPPLIES
- Homeless children participating in our program are furnished with all the school supplies they need – from backpacks to paper, pencils, calculators and uniforms.
